3.42 Social mission of universities

Research universities include land grant universities (LGUs), established by a bill sponsored in the US Congress by Justin Morrill in 1862. The Morrill Act levied taxes on citizens in every state to establish higher education for "agriculture and mechanical arts." Campuses were intended to be open to all who wanted to study, regardless of income level or class and, eventually, race or gender.
